As long as it has resources and can trade.I want to remind you of a simple idea you probably learned around age 2 or 3. When groups form, perhaps children playing a game, rules of that game get negotiated. Rule violators get expelled from the group play. Regular rule violators will be expelled from the group entirely. This dynamicexists in most or all social animals.This situation exists on large scales as well. Huge corporations sometimes form joint ventures. Countries form trade agreements or even regional trade pacts. Countries that cannot or will not adhere to certain group principles will be expelled. We call that expulsion an embargo. But it’s nothing more than a scaled up game of tag you’re it.If Cuba wants trading partners, play by group rules or make your own game. Simple principle.

You can scale down to understand. Take a family. If a family can’t trade goods and services for their own they’re coming up short on something.You can be a farmer and produce food but where are you going to get your equipment? Who’s going to build and maintain your farm? Its too time consuming to do everything yourself your resources are limited. You rely on others for that and you trade your food for the other goods and services you need. It doesn’t matter if the dad beats his children or is a saint. Doesn’t matter if he is a slaver or relies on hired help to do the work on the farm, the proceeds from the farm isn’t enough to maintain it without trading with other families with other occupations. Trade is still needed to maintain any form of wealth).Wealth for a country isn’t the amount of dollars or bitcoin or gold and silver, its the amount of goods and services you can produce and consume. If you can’t trade then the amount you can produce and consume will lower drastically.
